The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are issued from different nations. Significant resources is expended on containing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from enemy soil, a capability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles flew past – sophisticated military planes supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense activated: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it maintained course toward its destination.

With pauses, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in many homes as a result of the evening attack. As typically, everyone still went about their day – living the war. But those full day illustrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, continue.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's south or east.

The problem is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not change more in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its favour.

Present Conditions

Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
